If there are 600,000 DNI's waiting to be picked up at the Registro Civil WHY CAN'T ONE OF THEM BE FOR ME ?

I hate that they do this right before elections so the politicians who buy the votes of the people who don't have DNI's yet have one last little chance. You can pay me and I will vote for you if you give me my freakin' DNI. Thanks.
